Sections are constructing contiguous Stations at the
frontier. I am not, however, at present convinced that
independent control is incompatible with an arrangement

under which a junction station at the frontier would not
be necessary. The disadvantages of the system are emphasiz-
-ed by Mr. Butler Wright, and consist chiefly in the extra
cost to this Government of a full complement of Staff,
Workshops &c. On the other hand I am disposed to think
that assuming separate control as the basis of the arrange-
-ment means might be found in the interests of both
Governments to minimize the inconveniences and cost, and
that gradually as the traffic increased easements would
be effected so that in course of time an effective working
arrangement would grow up of itself satisfactory to both
Governments.

The points I have put forward
involve a technical knowledge of Railway Management to ~
which I can lay no claim, and I submit for Your Lordship's
approval that the best course for this Government to
pursue would be to obtain the services of an able and
experienced man preferably with Indian experience who has
special knowledge not only of open line working but of the
working of Joint Agreements between lines under separate
ownership
